A friend of mine runs a design company in Brisbane specialising in design in Word for companies like this. She may have solutions. Not sure she's up for giving free advice but maybe there's some layout solution work you can outsource to them, while you supply the branding etc.
Beyond that, tell em they're dreaming.

I get what Twosips is saying about the average design wage vs some trade wages.
A big difference between design & most other services is that good design isn't always a direct process you can set your clock to. I mean that fixing something electrical, you test for the problem, hopefully know the solution, get the parts & install them. No magic. Thing fixed & customer happy.
But design is not a straight one way solution. It's understanding the brief, inspiration, try several ideas & layouts & fonts that dont work & dont get used, to get to the solution, that the client might not even like.
I'm not arguing any point in particular, and not sure how this fits in with what salaries are. Just saying it's a different world.
Oh, and that's just capitalism. Too many kids with no art in their blood being bought computers & graphic design courses by their parents.
